Environmental Assessments

Virtually all entities, whether public or private, will at some time be required to complete at least one type of environmental assessment. Regardless of the reasons precipitating the need for the environmental assessment, it is necessary that the preparer of that study possess a broad knowledge of environmental matters. Although a multi-disciplinary staff may have that knowledge, it is also important that the study preparer possess actual experience in all aspects required by the environmental assessment. Omni's staff has a rich history in consulting, government affairs, industry, research, and education, and as members of the regulated and regulatory communities. We understand the essential issues of environmental assessment from all sides, combining strong basic technical skills, a diversity of experience, and excellent communication skills.

Environmental assessments are necessary for a variety of projects including new developments, property transfers, permits, due diligence, bank loans and bankruptcies. A large area of practice for Omni has been the preparation of environmental impact statements evaluating the potential impacts to the environment from land use proposals. Omni has provided such reports for projects ranging in size from several acres to more than 1,500 acres. Preparation of these reports usually requires expert testimony and liaison with local governing bodies. The credentials of Omni's technical staff are a particular asset in providing a credible presentation.

Another type of environmental assessment is required for submission of New Jersey Pollutant Discharge Elimination System permit applications. Omni has assisted clients by completing data collection programs (including biomonitoring) and preparing discharge allocation certificates. We have performed such studies for both public and private entities.

Environmental assessments are also required in connection with real estate transfers, whether necessitated by a due diligence obligation or regulatory requirements such as the Industrial Site Recovery Act. Omni's staff has provided comprehensive Phase I and Phase II site investigations. These investigations include historical record reviews, adjacent property examinations, regulatory list reviews (e.g., Comprehensive Environmental Response, Compensation, and Liability Act;National Priorities List), building material sampling, soil sampling, ground water sampling, and underground storage tank testing. Our diverse experience enables us to evaluate environmental conditions across all media (air, land and water). We have assisted a variety of clients in preparing site remediation plans and implementing cost-effective solutions.
